"Now, it's come to our nation's attention that our region has no policy concerning disasters, such as epidemics, natural disasters, or unrest. What should our policy be? Should we leave relief to individual nations, should we respond as a region, or should it depend on the type and severity of the disaster? Any thoughts?"
